New Form 5500 for 2019?

The proposed changes have were put on ice.  There are other priorities and no funding has been allocated to take on major Form 5500 changes.  If and when such funding actually happens, we can probably expect an implementation date of at least 2 years further down the road.  Don't expect major changes anytime soon.

Can you please provide a source for this, as it is contrary to what I currently understand to be the case. Aside from the July 11th, 2016 fact sheet from https://www.dol.gov/sites/default/files/ebsa/about-ebsa/our-activities/resource-center/fact-sheets/fs-proposal-to-modernize-and-improve-the-form-5500-filed-by-employee-benefit-plans.pdf

and the news release the following day ( https://www.dol.gov/sites/default/files/ebsa/about-ebsa/our-activities/resource-center/fact-sheets/fs-proposal-to-modernize-and-improve-the-form-5500-filed-by-employee-benefit-plans.pdf )

the only other thing I found on the DOL website was a March 2017 report to Congress about Self Funded Plans, which again reference the Schedule J and new Form 5500 updates (from https://www.dol.gov/sites/default/files/ebsa/researchers/statistics/retirement-bulletins/annual-report-on-self-insured-group-health-plans-2017.pdf )

Where does you current understanding come from?

The 5500 will have small changes from year to year but the proposed overhaul went nowhere, it simply wasnt a priority item.  The IRS tried to add compliance questions to the existing form after the proposed changes stalled, and even that went nowhere.

The IRS failure to retain the compliance questions was due to the fact that the OMB had not approved them.  So, the IRS hung their hat on Modernization.  Alas, there is no money to make the form changes.  Wholesale changes that is.  However, expect to see smaller changes each year until they get to where they want to go.

Alas, planned changes do not include an electronic version of the Form 5558 at this time.
