New Jersey Releases Proposed Earned Sick Leave Rules
"[T]here are certain areas of the Proposed Rules that appear to be inconsistent with certain standards set forth in the Act.... New Jersey will be the tenth state in the country with an active statewide sick leave mandate. In addition, and notably, the Act will preempt the state's 13 existing municipal paid sick leave ordinances." Seyfarth Shaw LLP
Massachusetts Issues Proposed Regulations Implementing EMAC Hardship Waivers
"With the benefit of hindsight, the Legislature's choice of 'hardship' as the operative legal standard might have had unintended consequences. At one end of the interpretive spectrum, a hardship could be little more than an inconvenience; at the other end of the spectrum is financial ruin. The [Massachusetts Division of Unemployment Assistance (DUA)] has chosen the latter. Given the political context, this is not what [the authors] think the Legislature intended." Mintz
An Outline of the Michigan Earned Sick Time Act (PDF)
"Employers must provide Michigan employees one hour of paid sick time for every 30 hours worked.... Employees appear to include full-time, part-time, temporary and seasonal employees.... Earned sick time is paid at an employee's normal hourly wage.... Accrued sick time can be carried forward from year to year." Marsh & McLennan Agency LLC
Corporate Health Care Costs Don't Look Like a Crisis
"[O]ver the last 10 years, health costs as a percentage of overall compensation for larger employers ... have moved in a narrow band, between 8 and 9 percent of total compensation. For all private employers, it has remained between 7 and 8 percent of compensation over the same period. Premium growth has also been modest -- in the 3 to 4 percent a year range -- and is not likely to jump in 2019. There is no question that workers are feeling the pain of out-of-pocket costs, but that's a different problem." Drew Altman, Kaiser Family Foundation, via Axios
How to Choose a Health Insurance Plan This Fall
"This fall, millions of Americans will face a more common choice of which health insurance plan to choose during their employer's annual open enrollment period. Let's take a look at some of the questions to consider when making this decision ... What are the premiums? ... What are the differences in coverage? ... How much might you have to pay out-of-pocket? ... Is there an HSA option? ... Put it all together." Forbes
